Imperial Affairs are one of the sections within the Imperial Parliament, the other section being Levies. In Imperial Affairs, Vizier Hocas asks the Sultan to review random affairs of government and make a Yes or No decision regarding each one.
Choosing Yes will reward the player with gold, grain, soldiers, or an attribute book. Choosing No will reward the player with XP. Imperial Affairs refresh on a cooldown or players can use an Imperial Affairs Seal for an extra Imperial Affair. The number of Imperial Affairs available, the amounts of gold, grain, soldiers, or XP depend on the level of the Sultan.

There are no consequences for saying No to an Imperial Affair presented before the Sultan other than the loss of grain/gold/soldiers/books. To level more quickly, a player can choose No every time to boost XP gains.
